Santa Monica's Office of Performance Management Wins National Award

The International City/County Management Association (ICMA), recently recognized the work of the City’s Office of Performance Management (OPM) with a Certificate of Achievement—one of only four California cities to be recognized. Founded in 1914, ICMA is one the most respected associations in local government, and their recognition of the City’s performance management work is indeed a proud accomplishment for Santa Monica.
Santa Monica’s OPM works with staff to track and utilize data Citywide, and are confident that Santa Monica can “move the needle” to create a City that works for everyone, especially in the outcome areas identified in the Framework, and in the Council’s Framework Priorities.
Working collaboratively with the city’s Finance Department with support from all city departments, the city recently launched a performance-based budget. Within this new budget structure, each of the City’s activities is linked to the outcome and sub-outcome area in the Framework that we intend to have our work impact (Example: Community – Connected and Engaged Community.) Attached to each activity, is also a metric that will tell us how well we are doing in that particular area and will be used to make future funding decisions.
Other noteworthy OPM work includes:
- The launch of the Citywide Dashboard, the City’s main channel for reporting on our progress in the Framework sub-outcome areas in 2019.
- Monthly SaMoStat meetings, in which the City’s Framework Priority working groups work with the City’s executive team strategize and take action on the key issues the City faces.
