Park Redevelopment and Expansion Project
Guided by an
extensive community outreach process, the Memorial Park Redevelopment and
Expansion Project, which will be designed and completed in phases, will add 2.9
acres of city-owned land adjacent to Memorial Park, known as the former Fisher
Lumber site, to the current 10.3-acre park to create a 13.2-acre newly
renovated and expanded community park with additional diamond sports fields,
pedestrian and bicycle improvements and other highly desired community
amenities.
Design for the first two phases of the project and opportunities for community input will kick off in 2025. Construction, contingent on available funding, is anticipated to begin in 2026.

Public Scoping Meeting for Draft Environmental Impact Report (EIR)

In compliance
with the California Environmental Quality Act (CEQA), the City of Santa Monica
(City) intends to prepare an EIR for the proposed Project. An in-person Public
Scoping Meeting for the EIR will be held to describe the proposed Project and
the environmental review process, and to receive public comment on the scope
and content of the EIR.

City Council Meeting
Staff
recommended that the City Council authorize the City Manager to negotiate and
execute a seventh modification to agreement #9910 (CCS) in the amount not to
exceed $53,700 (including a 10% contingency) with WSP USA Environment &
Infrastructure, Inc. for additional environmental consulting services related
to the Memorial Park Redevelopment and Expansion Project. This will result in
an amended agreement with a new total amount not to exceed $202,700, with
future year funding contingent on Council budget approval.

City Council Meeting
City Council approved
the award of a professional services agreement to SWA Group for the design of
the first two phases of the Memorial Park Redevelopment and Expansion Project,
plus a potential “phase zero” underground stormwater harvesting tank.
The “phase
zero” design includes the creation of an underground stormwater storage,
capture and reuse and/or filtration system at the park, as part of the city’s
ongoing efforts in stormwater capture and watershed management.
The phase one
design of the project includes two fields, a covered parking lot and elevated
pickleball and tennis courts, and mobility and streetscape improvements on
14th Street and Colorado Avenue.
Phase two
design includes two additional fields, a temporary natural turf practice field,
a playground, and a community hub building that includes restrooms, concessions
and storage.

recommended that the City Council:

staff to proceed with a Request for Bids for design and
pre-construction services of phases 1 and 2 of the Master Plan, as
described herein;

Authorize the
City Manager to negotiate and execute a
Payment Agreement to accept an amount not to exceed
$2,750,000 with Santa Monica College (SMC) for preparation of the environmental
impact analysis, geotechnical engineering, and design and pre-construction
services of phase 1 of the Master Plan of the Memorial
Park Redevelopment and Expansion Project, as described herein;

Authorize
the City Manager to negotiate and execute
a reinstatement and fifth modification of agreement
#9910 (CCS) in a reduced contract amount not to exceed
$149,000 (including 10% contingency) with WSP USA Environment &
Infrastructure, Inc. (formerly Wood Environmental &
Infrastructure Solutions Incorporated and AMEC Foster
Wheeler Environment & Infrastructure,
Inc.) for environmental consulting services in
compliance with CEQA. This will result in a 2-year
extension for an 11-year amended agreement with a new total
amount not to exceed $149,000, with future year funding contingent on
Council budget approval.

and comment on restarting the Memorial Park Redevelopment and Expansion Project
with a reduced initial phase that is still in line with the approved master
plan;

direction to staff to reengage Santa Monica College (SMC) and Santa
Monica-Malibu Unified School District (SMMUSD) in negotiations for potential
fiscal and use agreements;
·
Direct
staff to study possible temporary relocation sites for the Public Landscape
Division’s operation yard and return with a recommended alternative.
