As Veo’s Policy and Partnerships Manager, East you will work closely with the Director of Government Partnerships and team of Policy and Partnerships Managers (PPMs) to develop, launch, and manage new micromobility markets and partnerships. You will work cross-functionally with the Engineering and Operations departments, among others, to ensure that Veo’s teams are aligned to continue our rapid growth and promote sustainable local operations. 

Responsibilities and Duties

Establish and manage long-term and constructive relationships with clients, including city staff, elected officials, community-based organizations, businesses, and advocacy groups.

Liaise with city, university, and community partners to establish program rules and requirements that benefit Veo’s local operations approach and result in operational and financial sustainability.

Identify and cultivate new market leads and help Veo expand its service and products to new cities.

Advise Veo’s Operations team to ensure compliance with local rules and regulations.

Contribute strategy framework and local knowledge to Market Entry team to retain, renew, and grow markets. 

Qualifications and Skills 

3-5 years of experience working on public-private partnerships, or similar background in urban/transportation planning, politics, urban development, or relevant areas of law and policy

Demonstrated experience developing and fostering community partnerships

Outstanding ability to manage interplay between internal stakeholders; ability to quickly balance competing interests and focus on solutions

Experience interacting with various City agencies and bureaucracy, and navigating the nexus of local government and community stakeholders strongly preferred

Entrepreneurial and scrappy spirit

Proven ability to effectively lead cross-functional efforts to manage complex partnerships and projects effectively and responsibly

SQL and data analysis skills and experience a huge bonus

Ability to thrive in a fast-paced, demanding (and sometimes unstructured) environment

Natural people connector and responsible relationship builder

Strong proposal writing, communication, and interpersonal skills – A good storyteller capable of effective communication to varied and diverse audiences  

Ability to prioritize and maintain attention to detail across varied projects and partnerships

Independent self-starter with effective people collaboration skills

Position Overview -

Community Corp. has an opportunity for a Project Manager or Sr. Project Manager position. Under the direction of the Associate Director of Housing Development the Project Manager or Sr. Project Manager is responsible for activities relating to a project’s development from site acquisition to construction completion and conversion to permanent financing.

Candidates will be reviewed and considered for either position based on their qualifications.

Compensation and Benefits -

The compensation ranges between $94,000 - $142,000, depending on experience and position. The Project Manager or Sr. Project Manager is eligible for the following benefits:

Essential Position Responsibilities -

*  Collaborate with the Associate Director or Director of Housing Development to identify new properties to acquire and to perform feasibility analyses (as needed). Secure acquisition/predevelopment financing and acquire land/buildings (as needed). Plan and execute community outreach/engagement process including neighborhood councils and community meetings. Secure development entitlements and approvals, including preparing applications and negotiating with public agencies and community groups. Provide input, analysis and oversight of architects, engineers and consultants in the preparation of plans and documents. Oversee the preparation of construction bidding and contract materials.  Provide input, analysis and recommendations with regards to the selection of contractors, construction managers, and other team members. Coordinate tenant relocations.

Financing / Closing –

 Secure commitments for construction/permanent financing, including preparing applications and coordinating the submittal of required materials.  Negotiate deal terms with lenders and investors with input from the Associate Director or Director of Housing Development. Coordinate the closing of construction financing. Answer questions and resolve issues as they arise.

New Construction & Rehabilitation -

 Coordinate with other departments within Community Corp. including Property Management, Maintenance and Accounting. Monitor construction in progress, prepare payment requests, evaluate change order requests, resolve issues as they arise, and ensure compliance with various requirements. Provide updates and recommendations to management.

Permanent Loan Conversion –

 Ensure all requirements are met to pay off the construction loan and convert to permanent financing. Support lease-up process and ensure timely completion of lease-up.  Ensure all funding and partnership deadlines are met such as placed-in-service, lease-up, 95% occupancy, and conversion to permanent financing. Prepare and submit the required post-conversion functions such as placed-in-service package, 8609, final developer fee pays outs, etc.

This person will collaborate with all departments including Property Management, Maintenance and Housing Development to ensure that Community Corp. protects its assets and optimizes property performance. Furthermore, the Asset Manager will stay abreast of industry trends and financial opportunities to position Community Corp. to be a sustainable organization and a leader in the field of community development.

Compensation and Benefits -

The compensation ranges between $75,300 - $94,100. The Asset Manager is eligible for the following benefits:

Essential Position Responsibilities -

•                Utilize systems such as Yardi to enhance Community Corp.’s real-time reporting and analytical capabilities. Develop reports and/or a dashboard to analyze the performance of Community Corp.’s portfolio. Make presentations to Community Corp. Staff and Board. Monitor and validate compliance with regulatory agreements and funding requirements. Contribute to the resolution of operation issues or concerns, including the submittal of replacement and operating reserves for approvals and follow-thru for transfer of funds. Facilitate responses to government and/or lending agencies. Participate in the annual budgeting process for each property. Complete and monitor annual Welfare Tax Exemption preparation, filing, and follow through (billings). Create and implement plans for Limited Partners to exit properties financed with Low Income Housing Tax Credits (LIHTC). Lead efforts to restructure the debt and equity on individual properties and pools of properties. Contribute to decisions regarding maximizing property cash flow and fees paid to Community Corp.

Skills -

•Multifamily experience in affordable housing development and/or property management. Detailed knowledge of and ability to interpret legal documents such as loan documents, limited partnership agreements, regulatory agreements and agreements for the provision of resident services. Yardi experience preferred. Advanced Microsoft Excel skills required. Able to render and act upon an opinion decisively and yet be flexible in eliciting other opinions. Able to interact with all levels of organization, agencies, and tenants with the correct perspective ranging from prudence to compassion. Excellent verbal, written and organizational skills. Self-motivated and hard worker. A team player who can work independently.

Education and Experience -

•                Bachelor’s Degree preferred

•                5 years of relevant job experience preferred

Travel Requirements -

Occasional car travel, primarily in Santa Monica, to visit properties in the Community Corp. portfolio. Air travel to conferences and training will also be required.
