Addressing Homelessness: The latest updates on affordable housing on Wilshire Boulevard

In line with the city’s approved Housing Element, development of affordable housing is moving forward on two city-owned parking lots on Wilshire Boulevard.
Hollywood Community Housing Corporation, or HCHC, is the developer for these sites. HCHC has revised the original proposal for the developments based on community feedback and direction from the City Council.
The current proposal includes the following:
1217 Euclid St.
- 48 family apartments (a minimum of 50 percent of the apartments will be two- and three-bedrooms)
- 40 resident parking spaces
Construction is anticipated to start in fall 2025 and end in summer 2027.*
1211-1217 14th St.
- 82 senior apartments, including 40 supportive housing apartments for seniors aged 55+ who are homeless in Santa Monica or at risk of homelessness
- 42 resident parking spaces
Construction is anticipated to start in winter 2025/2026 and end in winter 2027/2028.*
The changes from the original development proposal include:
- Relocating the proposed supportive housing apartments from Euclid Street to 14th Street and dedicating these apartments for seniors aged 55 and older
- Combining the 14th Street site with 1402 Wilshire Blvd. to concentrate building height closer to Wilshire and decrease height on 14th Street
- Adding a second resident manager at 14th Street as well as additional security features and personnel
- Removing 1146 16th St. from the proposal so the site can remain available for public parking
- Increasing the size of the smallest residences to be one-bedrooms rather than studios
- Providing vehicle queueing areas within the property lines to reduce congestion in neighboring alleys
Staff are continuing to research additional solutions related to community concerns about loss of public parking at Euclid and 14th streets.
Prospective residents for both properties will come from the city-administered Below Market Housing waitlist. For the supportive housing apartments, residents will come from a waitlist administered by the Santa Monica Housing Authority.
A final proposal for the sites, along with a disposition and development agreement with the city, is expected to be presented to the City Council on Dec. 17. View upcoming City Council agendas here.
The development designs are anticipated to be discussed at a future meeting of the city’s Architectural Review Board, either in December or early 2025. Board agendas are available here.
