SB 1417 to Bring Added Safety and Security to Big Blue Bus

A new law signed by Governor Gavin Newsom will help make Big Blue Bus safer for riders and operators. Starting in January 2025, the City of Santa Monica Department of Transportation will have the authority to deny access to Big Blue Bus services for individuals consistently cited for policy infractions committed on Big Blue Bus or at Big Blue Blus-operated transit facilities. Sponsored by the City of Santa Monica in collaboration with Senator Ben Allen, SB 1417 permits the issuance of prohibition orders lasting from 30 days to one year for offenses that jeopardize the safety and comfort of Big Blue Bus passengers and employees.
“On behalf of the Santa Monica Department of Transportation, we are grateful to Senator Allen for addressing our concerns and sponsoring the legislation, and to Governor Newsom for signing the bill,” said Santa Monica Department of Transportation Director Anuj Gupta. “The use of prohibition orders gives us another tool to improve the safety and security of our customers and operators and is part of our broader customer experience plan aimed at enhancing Big Blue Bus safety, convenience, and attractiveness, and advancing our commitment to a Clean & Safe Santa Monica.”
Included in SB 1417 are guardrails to ensure individuals facing a prohibition order may still travel to places of necessity, such as jobs, medical or legal appointments, classes, and other essential destinations. An advisory committee will also be established to ensure a compassionate approach to enforcement is taken and that personnel issuing prohibition orders are properly trained.
The new bill is one of several initiatives to improve rider confidence and comfort when riding Big Blue Bus. In March 2024, Big Blue Bus launched a Transit Safety Officer Program, which deploys Safety Officers to high-traffic routes and at select bus stops, where riders need them the most. Riders are encouraged to report suspicious or inappropriate behavior to a Transit Safety Officer, Big Blue Bus operator, or use Santa Monica 311. In case of emergencies, dialing or texting 911 is recommended.
