PATROL

Muni Violation/Warrant  – 1200 Alley 6 While an officer was conducting a periodic check he observed a subject urinating in the alley. The suspect was detained and found to have a felony vandalism warrant out of LASD. He was arrested and cited on Santa Monica’s muni code and transported to LASD’s Inmate Reception Center. 

Traffic Violation/ Warrant–300 Colorado Blvd An officer conducted a traffic stop at 300 Colorado for a traffic violation and determined the driver had a suspended license and an outstanding warrant out of LASD for being in possession of a loaded firearm. The suspect was arrested, cited and transported to IRC.

211PC / 500 Broadway DSU officers responded to a robbery incident at 500 Broadway involving juveniles. The suspects threatened to shoot the victim if he did not surrender his phone. The victim complied. Officers located the suspects in the 500 block of Olympic Blvd. One of the suspects was in possession of the victim’s phone. They did not have a handgun but were in possession of an airsoft gun. Three of the four suspects between 15-16 years of age were taken into custody.

Sexual Assault/Parole Violation- 3rd Street and Wilshire Blvd Officers were flagged multiple times regarding a suspicious person in downtown area following females into businesses. A victim informed officers that the suspect had sexually assaulted her by grabbing her buttocks. Officers located the suspect at 3rd Street and Wilshire Blvd. As officers attempted to detain the suspect, a minor use of force occurred. It was later determined the suspect was an out of compliance sex registrant and had a no bail warrant for a parole violation. 

Robbery (Estes – OC) / 1600 Santa Monica Blvd. Officers located and arrest a suspect that walked into a retail location and left with several food items without paying after assaulting a store employee. 

Assault – Deadly Weapon (Bat & Knife) / 1800 Lincoln Blvd.  A suspect, who is known to the employees, entered the store with the apparent intent to steal. As the suspect was leaving with the items, a fight ensued. One of the employees used a bat against the theft suspect. The suspect then produced a knife and assaulted an employee before being taking into custody by SMPD.

Burglary (Residential) – ADW (Screwdriver) / 1400 Palisades Beach Rd. The victim, a property manager, arrived at location and found a  burglary suspect inside the residence. The suspect assaulted the victim with a screwdriver, but victim was able to subdue the suspect with a metal pole.  Subsequent to arrest, the suspect was found in possession of narcotic paraphernalia.

Overdose – Narcan / 800blk Ocean Ave. (Palisades Park Restrooms)  Officers received a radio call of a down subject in a beach bathroom stall. Officers used Narcan to revive the individual, who was suffering from an overdose, before releasing the individual to SMFD.

Stolen Vehicle – Ocean Ave / Montana Ave While patrolling Ocean Ave Officers received an ALPR hit notification on a stolen vehicle. They observed the subjects park the vehicle, exit and begin walking away. The driver was detained, and the passenger fled into Palisades Park and down the bluffs. While in the bluffs, the suspect refused commands and attempted to conceal himself in foliage. Pepper projectiles were deployed. After several minutes and with the assistance from LASD Air24, the suspect climbed down the bluffs and was taken into custody.

Assault W/ Deadly Weapon – 1900 Stewart St The suspect entered the property and became enraged when he was asked to leave. He grabbed a metal construction sign and struck the victim with it numerous times. Despite being pepper-sprayed by the victim, the suspect was able to flee the location but was later located  and arrested by officers. 

Theft / Weapons Violation – 2300 5th St The suspect was observed by a passerby entering parked unlocked vehicles. Officers located the suspect and found him in possession of a vehicle license plate and a concealed dagger. The registered owner of the license plate could not be found (Notice Card left on vehicle). 

Arson – 1500 Wilshire Blvd  A suspect was observed by UCLA Security standing next to a burning City of Santa Monica Trash Bin. Upon making contact, the suspect spontaneously admitted to setting fire. Officers arrived on scene and determined the suspect had an active Staphylococcus infection and was cited out in the field.

Vandalism – 1600 Santa Monica Blvd The suspect entered the establishment, made non-sensical statements and created a commotion. The suspect was asked to leave by an employee, and he subsequently smashed a store window. The suspect fled prior to police arrival but was later located and arrested. 

DTSM Officers monitored the Tesla protest. There were approximately 20 cooperative protesters. The group plans on protesting every Saturday for 2-3 hours. 

Down Subject Overdose – 500 Colorado Ave, Naloxone Use  Officers responded to a radio call of a down subject. After assessing the subject, officers utilized one dose of Naloxone and the subject regained consciousness. SMFD offered treatment but the subject refused and walked away without identifying himself. 

Sexual Battery- 1400 4th Street Officers were flagged by DTSM Ambassadors regarding a male who had brushed his hand against a female’s buttocks. The suspect fled and were apprehended in Structure 7. The suspect was found to be on parole for robbery and a parole hold was obtained. 

Traffic Collision with Injuries 1500 Santa Monica  Community Services Officers assisted with a traffic collision involving a pedestrian and a vehicle. The pedestrian was transported to UCLA Westwood with complaints of neck and head pain.

Periodic Checks:

Down Subject Overdose â€“ Lincoln Blvd / Wilshire Blvd, Naloxone Use  Officers responded to a radio call of a down subject, unconscious, and not breathing. Officers administered 1 dose of Naloxone. The subject regained consciousness but declined transport to the hospital. SMFD on scene.

Attempted Grand Theft of a Vehicle 500 Idaho Community Services Officers assisted with a report of three suspects in a blue SUV that smashed the window of the vehicle and punched the ignition. 

Home Invasion Robbery- 500 25th Street On March 19th, 2025, at approximately 9 am, suspects smashed the rear glass window and entered a residence.  The victim confronted the suspects and was punched multiple times on the face. The suspects took the victim’s watch from his wrist and fled when the victim’s adult son came out of his room.  The investigation remains active.

Intoxication Arrest - DART Officers contacted a suspect for a probation compliance check. The suspect ran from PD and struck an officer in the face. A probation violation was obtained and the suspect was arrested. 

1400 Blk of the Beach Poss of Drug Paraphernalia Arrest - DART Officers contacted an individual in an  encampment. Record check revealed he has been previously contacted for the same violation in the same area. Drug paraphernalia was observed in plain view. The subject placed under arrest for tent on beach and drug paraphernalia. The field LACRIS fingerprint reader was utilized. 

1300 Blk The Beach - SMPD Warrant Arrest – Officers arrested a suspect with a $51,000 warrant related to public nudity. 

2600 Blk of OFW Possession of Stolen Property Arrest - Officers responded to a CFS of a bike theft that had just occurred near the 900 blk of OFW. The suspect was arrested in possession of the stolen property.

1300 Blk of the Beach No Bail Parole Warrant – DART Officers discovered an individual in possession of meth and a drug pipe had a No Bail Parole Warrant. He was taken into custody and transported to the Santa Monica Jail.



CRIME IMPACT TEAM

Weekly Stats: 

 CIT met with leaders from YRT and PAL at the Teen Center. This meeting covered specific needs of at-risk youth in the Pico Neighborhood. The meeting also covered concerns of an increase in drug use and gang graffiti in the park and Pico area.

Officers conducted a pedestrian stop at 15th St. and Colorado Ave. A want/ warrant check revealed a felony 459 warrant for $75K out of Glendale. Glendale PD was contacted and CIT coordinated the pickup.

Officers conducted a pedestrian stop at 600 Wilshire Blvd. The suspect was found to have a Stay Away Order for the area. The suspect was arrested and a search revealed him to be in possession of a drug paraphernalia. 

 CIT, SPU and LA County Probation conducted probation compliance checks on multiple residences and the following was the activity:



COMMUNITY ENGAGEMENT TEAM (CET)

Beat 1 – NRO Hollowell  & CPC Barreto

Outreach Coordination at Samoshel: NRO Hollowell and CPC Aguilar conducted  follow-up emails with Housing and Human Services to discuss ongoing calls for service at the Samoshel shelter. Officers have responded to multiple client disputes.

Trespassing and Quality of Life Issues: NRO Hollowell addressed increased reports of trespassing and loitering in downtown corridors. Targeted outreach by DTSM security and patrol efforts were deployed to problem areas, with special attention to working with CIT regarding narcotics activity and repeated disturbances.

MTA Train Walkthroughs: NRO Hollowell met with MTA Security and Public Works. Public Works assisted with sanitation issues, and safety concerns were addressed during a conversation the MTA security areas. Several action items were identified to improve the overall environment with continued work items to improve can be accomplished.

Beat 2 - NRO Avila & CPC Barreto

CPC Barreto organized a roundtable meeting with St. John’s staff to discuss ways to improve relationships between St. John’s and PD. Officer Hollowell arranged to have the DMH Supervisor for the mental evaluation team attend the meeting and share protocol and statistical information. The meeting served as a great method of gaining information on both sides and a Coffee with a Cop at St. John’s was scheduled.

Beat 3 - CPC Aguilar & NRO Tago

CPC Aguilar and NROs Tago and Hollowell stopped by Virginia Avenue Park to address staff concerns regarding transients around the after-school program. CPC Aguilar and NROs Tago and Hollowell also attended the Virginia Avenue Park Board meeting to review crime statistics and address community concerns.

CPC Barreto attended the Mid City Neighbors meeting with CPC Aguilar and NRO Hollowell, traffic concerns were discussed and the team will be working with Traffic Investigator Raleigh for a potential presentation.

Beat 4 - NRO Wang & CPC Aguilar

NRO Wang participated in two private community events in the 500 block of 12th Street. The events were attended by the Community Engagement Team, Executive Staff, and the Chief of Police. Key topics discussed included the state of the city, the state of the department, crime, recent Palisades Fire efforts, and the department's strategic plan. Approximately 200 people were present at the events.



HOMELESS LIAISON TEAM (HLP)

Weekly Stats:

HLP Officers responded to the 1600 block of the Beach and made contact with an individual camping in the area who was advised and voluntarily left the area. DART has also contacted this subject. HLP officers responded the following morning to check the area. The subject had returned and was cited for maintaining an encampment. He was evaluated by the HLP DMH clinician and did not meet criteria for a 5150 hold. HLP officers also discovered that he is an Army veteran who would qualify for housing through the VA. Subject refused VA services. His encampment was removed. HLP officers coordinated with DART and continued to check the area. A second evaluation by DART met the 5150 requirements and the individual was transported to the VA for assistance.

HLP Officers contact a couple that is experiencing homelessness and had a desire to return home. The girlfriend is a few months pregnant. The Salvation Army team was brought in, and the warm handoff was completed. Project Homecoming paperwork was completed.

HLP Officers responded to Assist TTT with a client at Step Up on 5th. The clinician believes the client is gravely disabled and requested assistance. A joint effort with SMFD was made but the client refused assistance and became combative. This is going to continue to be a long-term project and HLP will continue to work with TTT to form new plans to assist the client.   



HARBOR SERVICES (HSO)

Weekly Stats:

Medical Aid – 300 Block of the Pier  HSOs responded to the 300 block of the pier for a trip and fall. On scene was a F/40’s with an obvious ankle deformity. HSOs began patient care and transferred the patient over to SMFD E7 when they arrived on scene.

PD Assist -  300 Block of the Pier HSO’s responded to a radio call of a subject swinging a stick at people at the 300 block of the pier.  HSOs observed the subject from the harbor office and relayed information to responding officers. 

Medical Aid – Pier Substation HSOs responded for a patient with a minor burn to her right knee. On scene was a 71-year-old who spilt hot tea. HSOs applied a cool dressing and an ice pack to the area. 

Humane Assist – 400 Block of the Pier A sick pelican was located in the Harbor Work Area. Animal Control transported the bird to a rescue. This is one of numerous sick bird calls HSOs assisted with this week 

Medical Aid – Pier Substation HSOs were dispatched to the Pier Substation for a person with a hand injury  On scene was a 23-year-old with minor injuries to their left hand. The patient stated he sustained his injuries at Muscle Beach on the monkey bars.

Officer have assisted numerous sick sea lions, dolphins and birds that have been stranding due to illness.
