Santa Monica Housing Office - Project-Based Vouchers
The Santa Monica Housing Authority (SMHA) is excited to offer a limited amount of site-specific, Project-Based Vouchers (PBV) to all rent-controlled and market rate property owners.
This program is currently on hold. SMHA is currently not accepting applications.
What is the PBV program?
The PBV program furthers SMHA's goal of deconcentrating poverty and expanding economic and housing opportunities for low-income families in the City of Santa Monica. The program attaches a rental subsidy to a vacant home, or a home occupied by an existing qualified family, subject to SMHA payment standards and rent reasonableness.

What are the next steps?
If your proposal is selected, you will be notified of a housing quality inspection (HQS) date. The proposed apartment(s) will need to pass an HQS inspection. Once the apartment(s) have passed, we will refer a tenant to your vacant unit. If you have an existing in-place tenant, they will be required to fill out an application to determine eligibility for the PBV program.
Is there a deadline to submit a proposal?
There is no deadline. Proposals will be reviewed by the Housing Authority as they are received, and contracts will be awarded on an ongoing basis until SMHA’s needs are met.
