20th Street Bike and Pedestrian Improvements

Project Background

The 20^th Street Bike and Pedestrian Connection Project is one component of the larger Michigan Avenue Neighborhood Greenway Plan (MANGo) which was adopted by City Council in 2014. This new two-way path along the east side of 20th Street and the north side of I-10 will close the existing gap on Michigan Ave (created when I-10 was constructed) from 20th St to 21st St.

Rooted in extensive community engagement and in coordination with Santa Monica’s existing policy and adopted plans, the 20^th Street Bike and Pedestrian Improvements Project will add the following:

An improved and widened bicycle and pedestrian path between 19th Court and 20th Street
A two-way protected bikeway on the 20th Street overcrossing
A new bicycle and pedestrian path between 20th Street and 21st Street along the northern side of the 10 Freeway
Enhanced lighting for safety
Improved streetscape and fencing

Project Status and Construction Schedule

Construction of the project started on June 26th, 2023 and is expected to be completed by the end of March 2024. Expect delays on 20th Street between Delaware Ave. and Olympic Blvd. due to occasional lane closures between the hours of 7AM and 5PM, Monday through Friday.

What are the project benefits?

The 20th Street Bike and Pedestrian Connection Project is one section of the three-mile long Michigan Avenue Neighborhood Greenway (MANGo), which aims to create an enhanced east-west connection from the Ocean to Bergamot Station. The MANGo plan identified a missing link for people walking and biking in the vicinity of the 20th street overcrossing, and a concept for closing the gap. The Project implements this section of the community’s vision, with the goal to facilitate connections and increase safety for people crossing the 10 Freeway in the eastern portions of Santa Monica. The Project will substantially reduce the walk and bike distances between the Pico Neighborhood south of the 10 Freeway and the Bergamot Area, encouraging short trips on foot and longer bike trips that use the Expo bike path.

What outreach and engagement was conducted?

Yes, the Project has had extensive community engagement beginning in Nov 2012 through 2013 as part of the MANGo planning effort, which was adopted by City council in 2014. The City worked with local partners and organizations to host workshops, set up pop-up demonstrations and collect community feedback. This information was analyzed to better understand the needs of the community and to identify barriers that would later inform the final design. The Project was also identified in the City’s 2011 Bike Action Plan, the 2016 Pedestrian Action Plan, and the 2020 Bike Action Plan Amendment.

How is this project being funded?

The Project is grant funded through California Department of Transportation (Caltrans) Active Transportation Program (ATP) Cycle 2.

When will the construction start and how long will it last?

Construction will begin June 2023 and will last approximately 10 months. Residents, neighborhood associations, schools, and key stakeholders have been notified via a construction notifice informing them of the upcoming schedule and any potential travel impacts in the area.
