How to Apply for a Single-Family Dwelling or Separately Sold Condominium Fee Waiver

Single-family homes and separately sold condominiums may be eligible for a waiver of rent control registration fees if the home is occupied only by tenants who moved in on or after January 1, 1996, owner-occupied, or currently vacant.

The following steps will help you apply for the Single-family Home or Separately Sold Condominium Fee waiver by mail.

  1. Step 1: Get the fee waiver application

    You may download the Single-family Home or Separately Sold Condominium Fee Waiver Application here. You will need to print it to complete and sign the form. If you would rather get a paper application from us, please email us at rentcontrol@santamonica.gov or call (310) 458-8751 during business hours to request that an application be mailed to you.

  2. Step 2: Indicate the Reason for Eligibility

    Check the box on the form indicating the reason for eligibility. To be eligible for this fee waiver one of the following must apply:

    • The home is occupied ONLY by tenants who moved in on or after January 1, 1996, or
    • The home is occupied by the owner, or
    • the home is currently vacant
  3. Step 3: Provide the address of the property and occupant information

    Please include the full address of the property on the line provided. If it is a condominium, be sure to include the unit ID. No unit ID is required for a single-family home. 

    If the home is occupied either by the owner or a tenant, please provide the name of the current occupant. If it is vacant, please write "vacant" under CURRENT OCCUPANT. For an occupied unit, please also provide the date the occupant moved into the unit and the contact number for this person. 

  4. Step 4: Complete the Declaration

    Complete the declaration portion of the form including the date it was signed and the City where the signature took place. 

    The owner must sign the form, provide a daytime contact phone number, and print the owner's name under the signature. 

  5. Step 5: Provide required documents

    Required documents must accompany the application, or we will not be able to process the fee waiver. Provide the appropriate document depending on the Reason for Eligibility indicated above:

    Proof of Sale: For units in condominium conversions, the unit must have been sold separately by the subdivider to a bona fide purchaser for value. For recent sales, a copy of the final escrow settlement or a recorded grant deed must be provided.

    Qualifying Tenancy: A copy of a signed lease or monthly rental agreement for the unit showing the tenancy started on or after January 1, 1996.

    Vacant Units: A copy of the previous tenant's notice terminating the tenancy or some other evidence of vacancy.


  6. Step 6: Mail the completed form

    Rent Control Staff will reach out to you with any next steps that may be required. 

Owners can now file this form entirely online using our new CIVICS online portal! To begin, you must first set up a CIVICS user profile. You can do that by completing this simple CIVICS Request Form. Once we have received your request, we will configure an account for you. You will then receive an email with your login information and a temporary password. Please note that until you receive your login information, you will not be able to use CIVICS.
