How to Create a Waste Management Plan

On September 13, 2022 the City transitioned from using a paper or PDF Waste Management Plan to going fully digital using the Santa Monica Waste Tracking Portal hosted by Green Halo.

Continue the Process:
  1. Create Account or Log In

    + -
    1. Navigate to the Waste Tracking Portal and click the button titled "Create Your Waste Management Plan.
    2. Fill in your project name and street address. Select either New Account if this is your first time using Green Halo or Existing Account if you already have a Green Halo account. Next click Create. For existing users you can proceed to log in to your account and skip steps 3-7 below. 
    3. Enter your email and confirm your password, click "Create"
    4. By default the Free Project Tracker account is selected. Click "Next Step" to continue.
    5. Fill out a Login Profile and User Profile. Click "Next Step"
    6. Verify your information is correct and click "Confirm." If your information is incorrect click the "Back" button to edit your information.
    7. Verify and activate your account via the emailed activation link
  2. Project Creation

    1. Fill out the required project information.
    2. Provide the estimated quantities only for the materials that you will recycle, reuse, and/or dispose of.
    3. Select the Transporter Method of how you will be removing your C&D debris.
    4. Identify and select from the Authorized Facilities List the facilities you intend to use.
    5. Accept the terms and conditions and click "Submit Project for Approval." Not: If you wish to make edits to your plan before submitting for approval click the "Previous Step" button.
    6. Once the project is submitted it will be reviewed by one of our team members in the order it gets routed to us.
  3. Weight Tickets and Final Compliance Report

    Once your project is approved you can begin adding weight tickets.

    1. Log in to the Waste Tracking Portal and open your project. Under project details click  "Add Tickets."
    2. Fill out the single ticket entry form from top to bottom. All details will be located on your weight ticket. When you are finished filling out the details click the "Submit Ticket" button.
    3. When you have finished adding tickets to the project and your project has been finaled click the "Submit for Final" button.
    4. Email C&D staff at cdwaste@santamonica.gov to notify them that you've completed your project and all weight tickets are uploaded to the Waste Tracking Portal. This must be done within 30 days of your project being finaled per SMMC 8.108.160(a).
