Human Services Grants Program Reports
On January 26, 2021, City Council directed staff to make available program and fiscal status reports submitted to the City by grantees of the Human Services Grants Program (HSGP).

Background
HSGP prioritizes funding for programs that are consistent with nationally recognized best practices for the population and type of service to be delivered, operated by staff with a range of clinical training and lived experience. The City’s team also has expertise in these fields of practice, including staff that are licensed clinical social workers, master’s level social workers, and staff with 10+ years of direct services experience. This combined subject matter expertise of City and agency staff ensures programs are designed and staffed to have the potential to deliver on contractual goals.
Each funded program has established goals for both the number of Santa Monica Program Participants to be served each year, and quantities for services and outcomes for those participants. Each grantee submits Program and Fiscal Status Reports to the City that describes their progress towards those goals, as well as their successes and challenges. Reports are submitted every six months - once at Mid-Year (Winter) and once at Year-End (Summer). If there are challenges to achieving the contractual goals, we work with the agencies to address those concerns and make changes to the types of services or the staffing as needed in subsequent years to ensure the program is meeting a current local need.
The City conducts formal monitoring of each HSGP-funded program every two years, on average, via a qualified, independent firm. Monitorings include review of program and fiscal policies and procedures; sampling of program expenditures to verify reported expenditure of City funds; and sampling of client files and related documentation to verify client eligibility, reported outcomes, and other services provided. Any observations, concerns, or findings are noted, and agencies are given the opportunity to take corrective action. Unresolved or recurring deficiencies can affect future funding recommendations. Moss Adams completed the most recent HSGP Grantee Monitoring Report in February of 2023.
City staff and grantees meet in the Spring of each year to discuss reasonable adjustments to program structure and goals in response to evolving community needs or new best practices. This allows the HSGP to remain nimble and flexible throughout the multi-year funding cycle.
City staff and HSGP grantees are in regular communication to problem-solve service delivery challenges, address participant complaints, and to coordinate care for vulnerable individuals across multiple agencies and City departments. Frequent communication allows staff to quickly identify emerging trends in needs, service gaps, and common issues that can be used to inform City policy. These strong relationships were key to being able to swiftly pivot to meet the needs of the community during the pandemic.
